Chief Operating Officer
Farm Pilot Project Coordination, Inc. (FPPC), a non-profit organization, was designated by Congress (Public Law 107-76) to assist in implementing innovative treatment technologies to address the growing waste issues associated with animal feeding operations (AFOs). We are seeking a Chief Operating Officer with experience with the social enterprise business model. The Chief Operating Officers reports to the Chief Executive Officer of FPPC and is responsible for successfully leading and managing the organization towards the established vision and strategic direction. He/she oversees the daily operations of the organization; ensures program, product and service delivery; manages financial and other resources; selects and develops staff; develops and maintains professional relationships with clients, vendors, board of directors, stakeholders, and staff; and initiates/implements continuous improvement strategies.
Essential duties/responsibilities include but are not limited to:
• Participates in the development of the organization’s vision and strategic plan.
• Provides leadership for the planning, implementation and evaluation of business and action plans that support the vision.
• Oversees the efficient and effective day-to-day operation of the organization and monitors day-to-day delivery of programs and services to maintain or improve quality.
• Oversees special projects, preparation for Board of Directors meetings, legislative and executive branch briefings, and other assignments at the direction of the CEO.
• Selects, coaches and supervises staff.
• Develops and implements a comprehensive budget, follows accounting and purchasing procedures and assists with the overall management of FPPC’s financial programs.
» Works with the CEO and staff to identify and secure funding in support of the organization’s mission.
• Identifies, assesses and informs the CEO of internal and external issues that affect the organization.
• Fosters effective teamwork among the organization leadership and staff, as well as affiliated and non-affiliated persons, agencies, and companies.
• Serves as a spokesperson for the organization.
• Ensures focus on the organization’s quality program as well as the continuous evaluation and improvement of all programs.
• Responsible for the implementation of FPPC’s near and long-term strategy.
• Coordinates with CEO to provide leadership and direction for all business activities.
• Provides leadership on strategic business development and all funding initiatives; makes recommendations to CEO on major business decisions required to execute and develop business strategy and objectives.
• Develops key performance objectives that tie to long-term goals and support FPPC’s mission.
• Builds an organizational culture based on performance by communicating rewards/consequences.
• Collaborates with HR to implement effective HR program to build critical core competencies and organizational values.
• Sets performance budgetary goals and tracking mechanisms for the organization and initiates corrective action if necessary.
• Directs and manages the financial programs and supporting information systems to include budgeting, receipt of revenue, expenditure of funds, and conservation of assets.
» Reviews financial statements, financial reports, special analyses, and information reports; presents recommendations for programmatic and fiscal changes to the CEO.
• Maintains communication with the business partners, government agencies and project contacts serving as a liaison to executive managers, internal department heads, Board of Directors, and other external agencies. Acts as a liaison with oversight agency(ies).
• Reviews and evaluates organizational effectiveness, and makes recommendations for improvement.
• Participates in appropriate and relevant professional associations and organizations. Takes an active role in presenting FPPC at national forums.
